I cannot get Authenticator to work after getting a new iphone

I'm stuck in a circle.

In Outlook, it asks me to sign into my email and then asks me to approve the request in the authenticator app.

Upon opening the app, it just shows me the EXACT same request screen. There is NO approval request.

I've tried going straight to the app where it then asks me for a code that is NOT even giving me.

I have the lasted version and restarted my phone. I've gone through the list of steps including notifications on, no VPN, and notifications are on.

Can I talk to a real person please!!!

    none of the steps it provided are correct.

    1. The old phone has been shipped to back to the carrier after being reset.
    2. It is not a work/school account.
    3. I will not allow me to approve the signon request. I get a number with NO WAY OF APPROVING IT!
