I am glad that I stopped Using Windows and ALL Microsoft products except for outlook which I will very soon discontinue. Outlook junk mail filters have been NOTORIOUSLY beyond horrible. Now for Outlook EVERY single rule has the checkmark "STOP PROCESSING more rules."!!!! Causing no rules to execute ... and the LAST rule does not have "stop procesing more rules" !!!

Microsoft hires Indian programmers who create an aurora of so much useless broken inept below-standard work is done when NOTHING works ...

In Outlook on the web, Stop processing more rules is turned on by default when creating a rule. If it stays enabled, only the first matching rule is applied and later matching rules are skipped.

To fix it in Outlook on the web:

    1. Open Settings.
    2. Go to Mail > Rules.
    3. Open each rule with Edit rule.
    4. Clear Stop processing more rules for rules that should not block later rules.
    5. Save the rule.
    6. In Mail > Rules, reorder the rules so the most important rule runs first.

    Important behavior:

    • Rules are applied in the order shown in the Inbox rules list.
    • If Stop processing more rules is enabled on a rule, any later matching rules will not run.
    • If it is disabled, all matching rules can be applied.
    • In new Outlook, Outlook on the web, and Outlook.com, only server-side rules are supported.

If the rule was created in Outlook for Mac, that can also be part of the problem. Some rules created in Outlook for Mac are not saved on the Exchange server. In that case, create or edit the rules in Outlook on the web or Outlook for Windows.
