Using New Outlook on Windows for professional communication and productivity
Hello Luke
As a fellow Outlook user, I can certainly relate to why you'd like this behavior to remain available in the new Outlook.
Since this forum is intended for users to assist one another, I can't directly influence or change Outlook's behavior. However, I can share some additional information based on my review and on responses I have provided to other users who have raised the same concern.

Don't automatically mark items as read
The email remains Unread when viewed in the Reading Pane.
The email also remains Unread when opened in a separate window.
The message must be manually marked as Read
You may choose:
"Don't automatically mark items as read"
With this option, messages remain Unread when viewed in the Reading Pane and also remain Unread when opened in a separate window. Messages can then be manually marked as Read when appropriate. This may be the preferred option if the goal is to prevent emails from being marked as Read unless an explicit action is taken.
Although this may not work exactly as you expected, such as automatically marking an email as read when you open it with a double-click, it will give you better control over when emails are considered read and allow you to mark them as read manually.
Finally, I would just like to remind you that members of this forum can only review and suggest available information to support you. If you would like to provide feedback about the product, this is the right place to do so:
After you raise your concern in that forum, you can "share the link" here so others can vote for it and help increase its visibility for the product team to consider in the future.
Kind regards,
