Artifact Signing: supported primary-email change for an existing organization validation

We have an existing Azure Artifact Signing public organization identity-validation request in Action Required status. Its primary business email is a working mailbox but has no Microsoft login. The representative-verification link returns a permission error when opened with our existing Microsoft account, which uses a different email on the same company domain and is already the validation request's secondary contact.

We want to use that existing Microsoft account as the primary contact. The submitted validation details have no edit control. Microsoft's FAQ says to contact support when an existing organization validation needs a different primary email, and warns that creating duplicate in-progress requests does not help.

We followed Azure Support → Artifact Signing → Identity Validation - Organization → Email Verification. At Additional details, the portal says our Basic plan does not allow a technical support request.

What is the supported process for correcting or resetting this existing validation so we can continue with our existing account? Should Microsoft first release or reset the existing request before a replacement is created? Is there an onboarding-support route available without purchasing a technical support plan?

We have preserved the existing signing account and validation request. Please identify an official private channel if account-specific identifiers are required.
