Sending, receiving, and organizing email in Outlook.com
I understand how frustrating this must be, especially when you need the email to recover your Activision account.
Since you have already added Activision to your Safe Senders list, added the domain, and checked your inbox rules, the issue may be occurring before the message reaches your mailbox. Please check your Junk Email, Deleted Items, Archive, and Other folders, and confirm that your Outlook.com mailbox storage is not full.
If the recovery emails are still missing, please contact Activision Support and ask them to check their delivery logs for your Outlook address. They should confirm whether the messages were rejected by Outlook.com or whether your address was placed on their suppression list following an earlier failed delivery. If so, Activision will need to remove the address from that list and resend the recovery email.
Because this affects messages from one specific sender, Activision may also need to investigate the sending domain or IP through Microsoft’s Outlook.com Sender Support process. Sender reputation and email authentication can affect delivery, and these sender-side issues cannot be corrected through settings in the recipient’s mailbox.
As a temporary workaround, if Activision provides the option, you may try using another accessible email address for account recovery.
Please feel free to let me know if you have any further updates, thanks.
