Partner Center Hardware program shows "already enrolled but your program registration is deactivated" and cannot be re-enrolled

Environment: Partner Center — Windows Hardware Developer Program

Problem

Our organization's Windows Hardware Developer Program enrollment is in a deactivated state

and re-enrollment is blocked, which blocks all driver signing submissions.

Repro / observed behavior

  1. Account settings > Programs: the Hardware tile appears under "Other programs" with a "Get started" link.
  2. Clicking it opens the enrollment entry page. Selecting "Login with work account", signing in with our tenant account, then clicking Next does NOT open a registration form.
  3. Instead it returns to the program selection page, where Hardware is listed under "Active In" with the message: "Our records indicate that you have already enrolled into this program but your program registration is deactivated."
  4. The Hardware radio button is greyed out and cannot be selected, so we cannot re-enroll.
  5. Account settings > My access: the workspace list is empty.
  6. Account settings > View permissions: no roles assigned under "Roles applicable to partner programs".

Environment details

  • The signed-in account is the tenant's Microsoft Entra ID global administrator.
  • The account signs in to Partner Center normally. The account itself is NOT suspended.
  • We can receive email from microsoft.com / microsoftsupport.com.
  • A custom domain is configured; mail is hosted outside Microsoft.

Already tried

  • Signed out / back in, clean browser session, no extensions.
  • Confirmed the account is the Entra ID global administrator.
  • Opened a Partner Center support case on 2026-09-29. No response for 9 days, and the case is no longer visible in the support request list.

Question

How can a tenant whose Hardware program registration is deactivated be reset or reactivated?

Is there a supported way to clear the stale enrollment record so we can re-enroll, or can the

existing enrollment be restored on the backend?
