Artifact Signing Basic: Public Trust profile quota still reached after deleting the only profile

Our organization identity validation has passed, but we cannot create a replacement Public Trust certificate profile.

Environment:

  • Azure Artifact Signing
  • Region: East US
  • Pricing tier: Basic
  • Certificate profile type: Public Trust

On October 6, 2026, at approximately 18:16 UTC, we successfully deleted our existing personal Public Trust certificate profile so we could replace it with one using our approved organization identity.

The portal confirmed successful deletion, and the Certificate Profiles page now shows no profiles.

However, creating the replacement fails with:

“You have reached maximum limit of certificate profiles of selected type in this account. Consider changing pricing tier of this account to create more certificate profiles of selected type.”

Refreshing the browser and retrying produced the same error at approximately 18:29 UTC.

We want to retain Basic and use one Public Trust profile. We currently have no profile available for new signing.

Does a deleted profile continue to count toward the quota for a documented period? If so, how long? If this requires a service-side correction, how can we request it?

An existing Azure support case directed us here. The earlier email-verification issue was resolved by a replacement identity validation that passed; the outstanding issue is certificate-profile quota after deletion.
