how to recover files after a sync error

OneDrive did an automated dump of a large number of files a few days ago but the files did not all get successfully backed up. My HDD still seems to indicate the files are occupying space, i.e. no big changes is HDD storage but many files on OneDrive are marked with a red circle and a white cross. I have cleaned up enough space on my HDD to accomodate the files but they don't seem to open from OneDrive. If i drag them back to the original directory can I recover the files?

    In File Explorer's Details view, what size do the red-X files show, and does a copy pasted outside OneDrive actually open? On onedrive.com, do those same files open, and does Version history have an older copy?
