Thank you for clarifying what you have already tried.
Before creating another account, enter your wife’s email on the Microsoft password-reset page. If Microsoft recognizes it, the email may already be registered as a Microsoft account, so reset the password instead of signing up again.
If it is not recognized, clear the browser cache and cookies for Microsoft and Live.com, make sure JavaScript is enabled, and retry in a normal browser window, not Private or Incognito mode. Microsoft lists these checks for the “Account creation has been blocked” message.
If the lockout page displays a link beginning with aka.ms/, use that exact link. It may open the review form associated with the restriction.
Tip: If you receive a message that the account does not exist or the earlier registration may not have been completed. As a workaround, if you have access to a Windows 11 PC, go to Settings > Accounts > Other users > Add account. Select I don’t have this person’s sign-in information, then follow the prompts to create the Microsoft account using her email address.
