UK sole-trader eligibility, total cost and cancellation effects for Artifact Signing

I am a UK developer seeking confirmation of sole-trader eligibility before creating any paid Artifact Signing account. My project is a personal offline Windows accessibility reader, with a separate dictation app planned.

Smart App Control is enabled on Windows build 26200.9550. An older unsigned reader runs, but the corrected unsigned executable is blocked before execution. Code Integrity events 3077, 3033, 3089 and 3118 identify VerifiedAndReputableDesktop, zero signatures and an unknown publisher. I want to keep Smart App Control enabled.

Please confirm:

Your quickstart accepts UK organisations but limits individual developers to the US and Canada. Can a UK sole trader qualify through Organisation/DBA validation without Companies House incorporation? What exact HMRC/government documents, business identifier, domain/email evidence and operating history are required? Can eligibility be confirmed before creating a billable resource?

What is the total Basic Public Trust price in pounds, including UK VAT and every mandatory validation, onboarding, timestamping, hardware or support charge? Your public GBP retail API returned £7.5399/month—approximately £9.05 with 20% VAT. Is that the payable price? What is charged while validation is pending or if it fails? Is there a minimum term, and how do I stop billing?

Do correctly timestamped Public Trust executables remain usable after orderly cancellation/deletion of the signing account, subject to normal revocation and Windows policy? Please distinguish cancellation from certificate expiry and unpaid invoices. What certificate-chain or revocation information must be cached for offline use after setup?

Is there a supported free local development route for this private executable while Smart App Control remains enforced? Does Developer Mode or self-signed MSIX development deployment satisfy that requirement, or change/disable enforcement?

Can one validated account sign both reader and dictation apps, including future rebuilt EXE/DLL files, within its quota without per-app fees? Signing can require internet; everyday speech generation and playback must remain offline.

Please provide official policy references or refer these questions to Microsoft’s validation/pre-sales team. I am not requesting paid setup, paid support, publication or a security bypass.
