Thanks for sharing what you’ve already tried. Since the hard restart and USB recovery haven’t worked, there are a couple of things worth checking before moving on to service.
When you tried the USB recovery drive, did you actually reach the recovery screen with the language/keyboard options and Recover from a drive or did it stay on the Windows logo?
If it never reached the recovery screen, I’d try recreating the recovery drive using the recovery image specifically for your Surface and, if possible, try another USB drive. You can also check the Surface UEFI settings to make sure USB boot is enabled.
If the recovery environment opened but the recovery failed, let us know the exact error message you received. That could help narrow down what’s happening.
As for not having a Microsoft Store nearby, there may still be an option to have it looked at in person. Microsoft Support says Surface devices can be taken to a Microsoft Authorized Service Provider in supported countries and regions, although availability and services vary by location.
I hope you’re able to get it running again or at least find a convenient service option nearby.
