What you are describing appears to mean that your daughter's email address has already been registered as security/recovery information for another Microsoft account — in this case the unfamiliar go#####@hot.ee account.
That does not necessarily mean her email account itself has been compromised. It can happen if someone entered the address incorrectly when configuring recovery information, or if it was added without her knowledge.
Unfortunately, if Microsoft is currently treating her email address as security information for another Microsoft account, she may not be able to use that same address to create a new Microsoft account until that association is resolved.
A few important points:
Do not try to sign in to or recover the @hot.ee account if it does not belong to her.
Do not enter verification codes intended for that unknown account.
Her actual email mailbox remains separate from the unknown Microsoft account.
I would first try Microsoft's Sign-in Helper using her correct email address to see whether Microsoft identifies any existing Microsoft account relationship.
If it continues to show that the address is associated with the unknown account, this is not something you can remove yourself because only the owner of that Microsoft account can normally manage its security information.
At that point, I would contact Microsoft Account Support and explain the issue specifically as:
“My daughter's email address is incorrectly registered as recovery/security information for an unknown Microsoft account, and this prevents her from creating her own Microsoft account.”
Ask them whether the security-information association can be reviewed or removed.
As a temporary workaround, if you need to add her to Microsoft 365 immediately, you could create a Microsoft account using a different email address and invite that account to the family subscription. However, I would still report the incorrect recovery-email association to Microsoft.
