I would not download an “Intel(R) Precise Touch Device” driver from the Internet. In your case, the fact that you see Intel(R) HID Event Filter but not Intel(R) Precise Touch Device is important.
Microsoft's current Surface touchscreen troubleshooting page does specifically mention Intel(R) Precise Touch Device, but drivers can vary by Surface model/configuration and Windows build.
How to fix touch issues on your Surface touchscreen
The most useful test: Surface UEFI
This will tell us whether we're dealing with hardware or Windows/driver software.
Shut down the Surface completely.
Press and hold Volume Up.
While holding Volume Up, press the Power button.
Keep holding Volume Up until the Surface/UEFI screen appears.
Try using the touchscreen inside UEFI.
Microsoft specifically recommends this test:
Touch works normally in UEFI → likely Windows/driver/software problem.
Touch is also faulty in UEFI → much more likely a touchscreen/digitizer hardware problem.
