Windows connects to external screen using Miracast wireless technology. Hisense TVs has their own implementation of Miracast - Anyview cast. Make sure both devices are connected to the same network. Even then, it's not unusual for connection to fail. Sometmes you need to try several times. And it's not specific to Hisense TVs nor Surface. There are many miracast implementations and sometimes PC and screen device don't get along with each other. I'm using Microsoft Display adapter (small Miracast Device - https://support.microsoft.com/en-us/surface/accessories/surface-display-adapter/use-the-microsoft-wireless-display-adapter). Works like a charm.
