Azure for Students blocked after verification on separate dev account — possible account-split issue

I am an enrolled university student, verified through the GitHub Student Developer Pack using my institutional email address.

I keep my Microsoft identities separate: one account for development and school-related work, and a different personal account for Xbox/xCloud/Minecraft. The gaming account is the one with my verified phone number and payment card attached; my dev account does not carry those.

Academic verification for my institutional address completed successfully on the dev account. However, activation then fails at the final step with: "You're not eligible for an Azure free account."

I have never held any Azure subscription — no free trial, pay-as-you-go, or Azure for Students.

I suspect the split between my dev account and my gaming account may be what's blocking verification, either because the shared identity details cause a duplicate/risk flag, or because the verification is attached to the wrong account.

I would like an eligibility review to determine which account should own the subscription, and then either clear the block on the dev account or release the academic verification so it can be reassigned to my personal account.

I have proof of enrollment and a screenshot of the error with its session ID, and can provide them privately.

    Clarification to avoid a misdiagnosis:

    • The dev account is a plain personal Microsoft account created via "Create an account" using a Gmail address. It is not a Microsoft 365 Developer Program account and not a work/school Entra identity.
    • I used the Azure for Students offer (azure.microsoft.com/free/students). That flow does not request a credit card. I am not attempting the free trial.
    • The institutional email completed academic verification on the dev account; the failure occurs at the final activation step.

I can provide the session ID, error screenshot, enrollment proof, and both account emails privately to a moderator.
