A Microsoft offering that enables tracking of cloud usage and expenditures for Azure and other cloud providers.
Hello Sonarch,
You've already ruled out the profile and browser causes, and stopping the retries was the right call. When the card authorization and 3-D Secure succeed but the final step fails, the card itself isn't usually declined. The failure tends to come from one of the account/card checks that run after authorization. Check these before you contact anyone:
1. Card type
Microsoft's sign-up troubleshooting page states: "Virtual or prepaid credit cards aren't accepted as payment for Azure subscriptions." Many fintech and app-only cards (single-use, virtual or some debit products) authorize fine and pass 3-D Secure, but are rejected afterwards on card type. If the card you used is virtual, prepaid, or an app-issued debit card, try a physical credit card from a traditional bank.
2. Country consistency
The billing address must be in the same country/region you select in About you during sign-up. That country must also match the card issuer's country and the country/region on your Microsoft account profile. A mismatch anywhere among these three fails at exactly this final step.
3. Account type
You mention the account "has its directory". If you're signing in with a work/school account in a self-created (unmanaged) Entra directory, Microsoft's page lists this as a cause of sign-up failures. Try the sign-up with a personal Microsoft account (Outlook.com etc.) instead. You can later invite that account to your directory or transfer the subscription.
4. Give it time
Three failed attempts in one day can trigger a temporary risk hold. Wait 24–48 hours before retrying, and retry in an InPrivate window with the corrected card or account.
On your goal: a free F0 Speech resource is limited to one per subscription. If your account is new to Azure, the Free account sign-up (instead of Pay-As-You-Go) also gives you a subscription where you can create it.
