A Microsoft offering that enables tracking of cloud usage and expenditures for Azure and other cloud providers.
Open a Billing support request in the Azure portal and bypass the expedited-refund option so an Azure billing engineer can manually assess the invoice; a refund cannot be approved through Microsoft Q&A.
Submit the manual review request
- Open the Azure portal’s support-request page:
https://portal.azure.com/#create/Microsoft.Support - Enter Billing, select Billing, and choose the cancelled subscription associated with the charge.
- When suggested actions appear, select Create a support request at the top. Do not select “Request a refund” again, because that returns to the ineligible expedited-refund flow.
- Choose the closest available problem type and subtype, such as:
- Unexpected charges
- Invoice, payment, or billing history
- Refund or credit request
- On Recommended solution, select Return to support request, then Next. This bypasses the circular self-service flow reported for the same “no invoices eligible” message.^1^
- Under Additional details, provide:
- Invoice number and charged amount
- Subscription ID
- Charge and cancellation dates
- A concise explanation of why the charge was unexpected
- Confirmation that the subscription is now cancelled
- The exact expedited-refund error
- A screenshot of the invoice and error, with payment-card details redacted
- A clear request for a manual full-refund/courtesy-credit review
- Select the preferred contact method, proceed to Review + create, and select Create. Azure documents billing and subscription-management support as available without requiring a technical support plan.^2^
The cancellation prevents continued use but does not itself establish refund eligibility. The billing engineer must review the charge and decide whether a refund or credit can be granted.
Suggested case description
We are requesting a manual review of an unexpected Azure charge. The portal’s expedited-refund process reports: “There are no invoices eligible for an expedited refund. Contact Support.”
The affected subscription has been cancelled to prevent further charges. Please review the attached invoice and usage details and consider approving a full refund or courtesy credit.
Invoice: [invoice number]
Amount: [amount and currency]
Subscription ID: [subscription ID]
Charge date: [date]
Cancellation date: [date]
Reason the charge was unexpected: [brief explanation]
Manual billing review is the established escalation when the invoice is ineligible for the portal’s expedited-refund option.^3^
If the portal will not allow submission
The signed-in user must have Owner, Contributor, Support Request Contributor, or a custom role containing Microsoft.Support/* at subscription scope.^2^ If those permissions are missing, ask the subscription owner or billing administrator to submit the case.
After submission, track it in Azure portal → Help + Support → All support requests.
