Azure Pay-As-You-Go signup rejected for Kazakhstan company — unable to contact support

Hello Microsoft Azure Support Team,

We are trying to create an Azure Pay-As-You-Go subscription for our legally registered Kazakhstan company, StayReady LLP (TOO), but Azure rejects the registration at the final step.

Previous Microsoft account used: [email protected]

What happened:

We first attempted to register for an Azure Free Account but received an eligibility rejection.

We then attempted to create a standard Azure Pay-As-You-Go subscription.

We successfully completed the organization profile, Kazakhstan business and billing address, phone verification, payment card information, and Microsoft Customer Agreement.

At the final step, Azure displayed the following error:

"You are not eligible for an Azure account. We could not create an Azure account for you."

The error provides no explanation or actionable details.

The second problem is that we cannot contact Azure support.

We have repeatedly tried to create a billing/account support request through the Azure portal.

However, the support interface continuously redirects us through AI-generated troubleshooting suggestions. The "Yes, need more help" button is disabled or unavailable, and we cannot reach the actual support request form.

This creates a situation where we cannot create an Azure subscription, and we cannot contact Azure support to resolve the problem preventing us from creating that subscription.

Our questions:

How can we request a manual eligibility review of our company's Azure Pay-As-You-Go registration?

Is there a direct support channel for subscription signup failures when no active Azure subscription exists?

Can a Microsoft moderator help escalate this case to the Azure subscription registration or billing verification team?

We are prepared to provide official company registration documents and any other required verification information through a secure Microsoft channel.

We would appreciate assistance from a Microsoft representative rather than generic signup troubleshooting instructions.

    Recommendation:
