Xbox App doesn't see my active subscription to Game Pass

I have an active Xbox Game Pass Ultimate subscription, valid until 10/12/2026, but I am unable to play any Game Pass games on my PC. Every Game Pass title I try to launch returns error code 0x803F8001. I have already completed the standard troubleshooting steps:

  1. Confirmed my Game Pass Ultimate subscription is active at account.microsoft.com/services.
  2. Confirmed I am signed into the correct Microsoft account in both the Xbox app and Microsoft Store.
  3. Signed out and back into both the Xbox app and Microsoft Store. Reinstalled the Xbox app.
  4. Restarted my PC multiple times.
  5. Confirmed Xbox and Gaming Services are fully up to date.
  6. Confirmed the affected games are currently included with Game Pass on PC.
