Microsoft 365 features that help users manage their subscriptions, account settings, and billing information.
The payment method is still linked to an Azure billing account, so it can’t be removed from the Microsoft account until it’s detached or the related Azure tenant is fully cleaned up. Because the Azure tenant is blocked and self-service access is failing, this requires Microsoft support intervention; it can’t be resolved purely through the portal.
Actionable steps based on the documented behavior:
- Confirm there are no active Microsoft 365 business subscriptions using that card
- In the Microsoft 365 admin center, go to Bills & payments → Payment methods.
- If any subscriptions or billing profiles are still attached to that payment method, move them to a different payment method first. The admin center “Delete payment method” flow will force reassignment before deletion.
- For business accounts, a payment method can only be deleted when it is not attached to any subscription or billing profile.
- Understand why the card can’t be removed directly
- For Azure/Microsoft Customer Agreement or pay-as-you-go subscriptions, a card cannot be removed while it is associated with:
- Outstanding (past-due) charges
- Recurring charges (support plans, Azure subscriptions, Microsoft 365 subscriptions set to auto-renew, reservations, savings plans)
- Pending charges in the current or previous billing cycle
- Active subscriptions
- If any of these conditions exist on the blocked tenant’s billing profile, the system will keep the payment method locked until they are cleared.
- For Azure/Microsoft Customer Agreement or pay-as-you-go subscriptions, a card cannot be removed while it is associated with:
- What normally must happen on the Azure side (for context)
If portal access were available, the standard process would be:
- Go to Cost Management + Billing → Billing profiles → Payment methods and attempt to delete the card.
- Azure would list unmet conditions (outstanding, recurring, pending charges, or active subscriptions) and provide links to:
- Pay past-due and pending invoices under Billing → Invoices.
- Cancel recurring charges under Products + services → Recurring charges.
- After all conditions are met and the billing period has closed, the payment method can be detached.
- If this is the last payment method and there is an Entra Free subscription in the billing account, the tenant itself must be deleted before the last payment method can be removed.
- Because the tenant is blocked, escalate through billing/support
- The error
AADSTS5000225: This tenant has been blocked due to inactivitymeans the Azure tenant lifecycle policy has put the directory into a blocked state, preventing normal portal access. - In this state, only Microsoft support can:
- Either temporarily re-enable the tenant/billing scope so the payment method can be detached, or
- Manually clear the payment method association on the backend.
- Use a supported billing channel rather than general “Contact support” entry points that route to generic help:
- For Microsoft 365 business: sign in to the Microsoft 365 admin center with an admin account and open a billing support ticket from Help & support specifically about “payment method can’t be removed due to Azure subscription on blocked tenant”.
- For consumer Microsoft accounts (no admin center): use the Microsoft account billing support path and clearly state that the card is locked by an Azure subscription on a blocked tenant and cannot be removed via the Azure portal.
- The error
- If there is an Entra Free subscription and this is the last payment method
- Documentation states that if there is an Entra Free subscription inside the billing account, the last payment method cannot be deleted until the tenant is deleted.
- Because the tenant is already blocked and self-service deletion is not possible, this again must be handled by Microsoft support (directory deletion plus payment method removal).
- If charges are appearing on the card
- If unexpected or duplicate charges are appearing, the billing team must review the billing profile and subscriptions and, if appropriate, issue adjustments. This cannot be done from forums or self-service alone.
In summary, all self-service paths are blocked by the inactive Azure tenant. The only resolution is through Microsoft billing/support, asking them either to:
- Temporarily reactivate the tenant/billing profile so the payment method can be detached following the documented conditions, or
- Manually detach/remove the payment method from the Azure billing account and then from the Microsoft account.
