Ich versuchte auch über DOS den Befehl:
sc start WinDefend Enable.
Die folgende Fehlermeldung erscheint:

Wie lässt sich dieser defekte Service reparieren?

2020-02-09T18:53:19+00:00 Der Chip Downloader ist nun deinstalliert. Ja, Avira hatte ich zuvor mit allen Hilfskomponenten deinstalliert, war aufwändiger als die Installation, aber schlussendlich hatte es dann doch noch geklappt :-)
Diesmal hat Windows ein Feedback gegeben. Das Log ist etwas gross (700 Zeilen) und so habe ich alle Zeilen mit Inhalt "Error" rausfiltriert.

Leider habe ich keine Idee, was ich nun aufgrund dieser Angaben unternehmen soll.

Du hattest Avira vor der Prüfung mit dism und sfc auch vollständig deinstalliert mitsamt allen optionalen Komponenten?
Sonst fällt mir jetzt nichts konkret auf, was bekanntermaßen Upgrades stören würde. Ein paar Sachen sind etwas veraltet (Java und VLC mit Sicherheitslücken) und der Chip Downloader dürfte in den Bereich Adware fallen, aber das löst jetzt auch nicht diese Probleme aus.
Ansonsten bliebe nur noch, die Log-Einträge durchzuschauen, die sfc /scannow erstellt.
Der Artikel bezieht sich zwar auf eine ältere Windows Version, der findstr Befehl unten sollte aber genauso klappen. Schau doch mal, ob dort konkrete Fehler ausgespuckt werden.
