Is there another way to recover the account without access to the old security mail?
Unfortunately, the answer is no. If you make any security changes to your account, such as resetting your Microsoft account password, you will need to verify your identity using the alternate security email address or phone number you previously added.
However, if you no longer have access to the recovery email and you do not have any other methods to prove your identity, you will have to replace the Security Verification method in your Microsoft account. That is,
On the Verify Your Identity screen, select 'I don't have any of these' on the Verify Your Identity screen and follow the prompts to replace your Security information.

Is there a way to get the OneNote notes in case the account is lost?
If the account is lost, you cannot recover the OneNote Notebooks.
However, if you are still signed in to your account in the OneNote desktop app on Windows or the Android app, here's what you can do:
- Sign in with another Personal Microsoft account on the OneNote desktop app (the account you would like to move/copy the notebook contents)
- Then open/select the notebook you want to save to this account.
- Click File > Save a copy > give the notebook a name.
- Then, click Save notebook.
- The notebook will be synced to another personal Microsoft account.

Can I reach Microsoft directly Chat?
For your privacy and security, account-related questions are handled entirely by the Automated response. If you don't have the correct information, you won't be able to pass the Account Recovery form. You'll need to keep trying until you're verified by Microsoft.
It's important to note that Microsoft Support will not be able to grant you access to your account, you will be sent back to the Account Recovery pages that have been linked above.
