Hi, my name is Dave I will help you with this.

The actions associated with these function keys are controlled by the manufacturer of your PC or keyboard, not by Windows, as the actions are different for each PC.

If pressing one of the function keys (F1 - F12) doesn't produce the correct action, try pressing Fn + one of those keys.

If that produces the correct action, press Fn + Esc to toggle Function Lock on your keyboard.

If this doesn't solve the problem, boot your PC into BIOS and look for a setting that allows you to switch between function keys and action/media keys.

Can you bypass the issue, by buying/connecting an external "gaming keyboard" ?

How old is the computer? It might still be under warranty -- to get the keyboard replaced.

Or, try to find an identical keyboard (eBay? Amazon? from the manufacturer?) and take the new keyboard & your laptop to a computer technician, to swap the keyboard. Swapping a laptop's keyboard is not a "do-it-yourself" operation for an average person.
