That's fine, I have all the data backed up locally, just do not want to pay for 2 accounts. cannot find anywhere to cancel the old account

It is not possible to merge two Microsoft accounts, there is no method provided to do that, please provide more information on what data is associated to the Microsoft account you want to delete, is that files stored on OneDrive, and/or is there also a Microsoft 365 subscription linked to that account.
