Create Azure Free Account Issue

I am unable to complete Azure Free Account signup. I keep receiving: “Check that the details in all fields are correct or try a different card.” My bank confirmed that they did not receive any authorization request or declined transaction from Microsoft/Azure. The card is valid and has worked before. Please check whether my Microsoft account, payment profile, Azure Free Account eligibility, or risk verification is being blocked on the backend.
