Access restricted when enrolling in Windows Hardware Developer Program (new tenant)

Hello Microsoft Support,

We are unable to enroll our organization in the Windows Hardware Developer Program.

The enrollment page returns "Access restricted" (accessreason=General).

• Also: Partner Center Dashboard = Access restricted; admin.microsoft.com = 401 Note: during account creation, the billing/payment step timed out and returned "Unauthorized", so the account setup may not have completed. We have already tried: a fresh InPrivate window, signing out all other Microsoft accounts, confirming we are signed in as the Global Administrator, and retrying the enrollment URL — all return the same "Access restricted" page. Could you please confirm whether a brand-new Entra ID tenant can enroll directly,or whether additional account verification is required first?

This tenant was created specifically for the Hardware Developer Program; the admin account is Global Administrator. An EV code signing certificate is ready to upload. Please verify/unblock the account so we can complete enrollment.
