It appears that you shared a screenshot from an Older Microsoft Support document about 'Automatically saving files to OneDrive'. This is because the menu "Change PC Settings" only existed in the Windows 8 Operating system, and it was removed in Windows 10 and the latest Windows 11 Operating system.
This setting is moved to -
Start > Settings > Accounts > Windows backup.
You can then 'Manage sync Settings' for the folders that are currently syncing to your device.
And to your other question -

Yes, it means that the webcam is physically built into your Computer.
Pictures taken from your Windows Camera app are saved to the folder: Pictures/Camera Roll.
If you have enabled OneDrive automatic backup for the 'Pictures' folder, the photos taken from your PC will be automatically synced to OneDrive.
The one you indicated in red line indicates that -
For documents, select ‘OneDrive,’ and then turn on ‘Save documents to OneDrive by default.
In the current version of Windows, OneDrive can automatically back up your Documents, Pictures, and Desktop folders when folder backup is enabled in 'Manage sync settings, ' as I said above.
