OneNote should remain open when Windows resumes from sleep. Since there is no ONENOTE.EXE crash event, it may be exiting normally or being terminated by another process, such as an add-in, security utility, device-management tool, or “FixOne.exe” itself.
Please try these steps:
Update OneNote through File > Account > Update Options > Update Now.
Press Windows + R, enter onenote /safe, and then test another sleep/resume cycle. Safe Mode helps identify whether an add-in or extension is involved.
Temporarily disable “FixOne.exe” and other third-party startup utilities, then test again.
Check Reliability Monitor by searching for “View reliability history,” as it may record an application termination that Event Viewer does not clearly show.
Repair Microsoft 365 from Settings > Apps > Installed apps > Microsoft 365 > Modify. Try Quick Repair, followed by Online Repair if necessary.
If the problem remains, perform a clean boot to isolate conflicting background software. Microsoft documents that a clean boot starts Windows with only essential drivers and startup programs for this purpose.
Also check the laptop manufacturer’s website for current BIOS, chipset, and graphics drivers, since the issue occurs specifically during S3 resume. Avoid deleting the OneNote cache unless all notebooks are fully synchronized and backed up.
