Possible account limitation or backend issue: Individual account cannot complete payout/tax setup for paid Store desktop app

I am trying to publish a paid desktop application through Microsoft Store using an Individual Partner Center developer account.

The app itself can be created and configured, but the required Payout and Tax flow appears inaccessible or incomplete.

Observed behavior:

  • The account type is confirmed as Individual
  • The app listing and paid pricing configuration can be created
  • However, the account does not expose a clear working path to complete Payout and Tax for paid publishing
  • User management redirects to Microsoft Entra ID
  • Creating and using an Entra tenant does not resolve the missing or incomplete payout/tax workflow

This raises a product/account question:

  • Is paid desktop app publishing actually fully supported for Individual developer accounts?
  • Or does this scenario effectively require a Company account even if the UI allows paid app configuration?

I would like clarification on whether this is:

  1. As a personal developer, how can I now submit my paid application to the Microsoft App Store?

Any official guidance would be appreciated.I am trying to publish a paid desktop application through Microsoft Store using an Individual Partner Center developer account.

  3. or a backend seller/account linking issue.
