The right place to get help is directly through Partner Center. To create a support ticket, go to the top right corner, click AI Assist, and enter a short description of your problem. Once the AI responds, a Contact Support option will appear at the bottom of the chatbox. When filling out the ticket, make sure to include your App ID and a clear timeline of your submissions so the support team can pick it up without needing to ask follow-up questions. Per Microsoft's certification FAQ, certification normally completes within 3 business days — both submissions are past that window, which is worth flagging explicitly.
Also, per Microsoft's official EXE/MSI package requirements, your EXE must be signed with a certificate that chains to a Microsoft Trusted Root Program CA (e.g. DigiCert, GlobalSign, Sectigo) — self-signed certificates will not pass. Timestamping is also critical: without it, your signature becomes invalid once the certificate expires.
Additionally, reportapp@microsoft.com is strictly for reporting policy violations on other apps — it will not route your certification issue anywhere useful. Partner Center support remains the only correct channel for your situation.
If you do not hear back after a few days, I would also suggest reposting in the English locale forum so it gets routed to the right tag and picked up faster.
