Specifically, the Windows Enterprise Volume License (often part of Microsoft Volume Licensing programs such as Microsoft Enterprise Agreement (EA) or Microsoft Open Value Subscription) is required. KMS (Key Management Service) activation is only available with Volume License editions of Windows such as Windows Enterprise, Windows Professional VL. Retail or OEM licenses cannot be activated through KMS.
Regarding the agreement to place the order. To legally obtain and use KMS activation, your organization must have a Microsoft Volume Licensing Agreement in place.
