how to share sharepoint content to out of my organization by email address?

For your first issue you have to enable external sharing to share files with anyone link.

Please go to SharePoint admin center >> policies >> sharing >> set to anyone

To change the external sharing setting:

1. Go to Active sites in the new SharePoint admin center, and sign in with an account that has admin permissions for your organization.
2. In the left column, select a site. (For a channel site, select the link in the Channel sites column and then select the site.)
3. On the Settings tab, select More sharing settings.
4. Select an external sharing option (see the table in the next section).

For your second question YES if you share SharePoint site the user required to logging to Microsoft account this is expected behavior.

Method 2:

when I shared the sharepoint site to out of my organization, guest open the link received by mail.

shows need to enter the email that this item was shared to. I done. but will let me sign in when I click "next".

if you want to share a fine to a user and if he don’t want to login to any office 365 account you can follow the below steps. • go to SharePoint site >> right click on the file >> share >> gear icon >> anyone>> apply >> email address.

Method 2

You can share a file but user have to logging to office 365 by email address you use to share the file.

• go to SharePoint site >> right click on the file >> share >> gear icon >> people you chose >> apply >> email address.
