Note that if you are the Global Admin that mean you should be able to run the command below: Get-Mailbox -Identity  | select UserPrincipalName,ForwardingSmtpAddress,DeliverToMailboxAndForward

If you are the global admin https://portal.office.com , please access the admin center go to security< Policy&rules< Anti-spam< Anti-spam outbound policy (Default) and screenshot the Anti-spam outbound policy. And share with us it will help us to provide the right solution
