Please navigate to the Restart Frequency report and look for devices with high "uptime" despite frequent shutdowns. You should enforce a true cold boot by disabling Fast Startup via the Intune Settings Catalog using the path Administrative Templates > System > Shutdown > Turn on fast startup.
To address the actual user experience, you must pivot your focus from the "Core Boot" score to the "Desktop to Responsive" metric. This phase represents the time between the login screen and the moment a user can successfully launch an application, which is where the most significant friction occurs. If this number is high, your bottleneck is likely in the post-login sequence. Check the Startup Processes tab in Endpoint Analytics to identify specific applications with a high "Delay to responsive" impact. For deep-dive troubleshooting on specific machines, open the Event Viewer and navigate to Applications and Services Logs > Microsoft > Windows > Diagnostics-Performance > Operational. Analyze Event ID 100 for the total boot time, but specifically look for Event ID 101, which identifies applications that slowed down the startup process. This allows you to move beyond abstract percentages and directly address the specific service or agent that is causing the perceived slowness.
