Does the problem only occur in this app or in others as well?
Click on the start menu and open the Camera app, see if any error occurs.
Some laptop models have a camera on/off key, usually between F1 and F12 that must be pressed together with the FN key, or a protective cover on the camera. Check to see if your model has one of these.
