Hi,
So you need to use Command Prompt in Safe Mode. Thing is, here's how to do it. First reboot your PC. When it starts back up, hold the Shift key while clicking Restart from that power menu on the login screen. Once you're in recovery mode, go through Troubleshoot, then Advanced options, then Startup Settings. Hit Restart again when you get there. After it reboots a second time, pick option 6 for Safe Mode with Command Prompt.
Now you'll see the command line interface. Type this exact thing to kill the restriction setting: [REG DELETE "HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer" /v RestrictRun /f]. Then do another command to wipe any app whitelist entries: [REG DELETE "HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer\RestrictRun" /f].
Once that's done just restart normally. Should work fine now for running whatever apps you need.
