Yes, this might be a bug but you can try it manually formatting the flash drive using the steps that I have provided and I would suggest to use FAT32.
issue on formatting a usb flash drive
i tried formatting my bootable 128 gb flash drive on file manager and i did it but after to format it second time but this time via settings >manage disks and units i get error when i do this steps i delete the unit and create again file system exfat and allocation unit size (4kb by default) i create it without problem but in next step if i want to format it on the same interface shows a error massage formatting - failed error code 0x8
also allocation unit sizes vary between file manager format and settings manage disks and units, i dont know if its somehow matter
(bytheway i use a different languge all above my expressions hope they all correct.)

2023-08-23T14:11:44+00:00 i also have onemore problem but diffrent issue that is screen works 144 hz and im not able to lower it to 60hz via windows, (there is no different option only 144hz) i have got information that i should contact with lenovo, graphics drivers seems fine confugured. do you know a way to change it

then under Refresh rate?
If no you may try to check that to adjust the Refresh rate but if you already have checked it and 144.000 Hz is the only available on the drop down you might need to double check you monitors specifications.
