stuck in security key into the USB port

I'm stuck in a loop with Windows Hello. A popup keeps asking me to "Insert your security key into the USB port" for a website.

When I go to Windows Settings > Accounts > Sign-in options > Security key to delete it, clicking "Manage" just triggers the exact same popup, blocking me from accessing the settings.

Since the GUI is blocking itself, how can I force-remove this security key or passkey profile from Windows? Is there a way to delete it via CMD, Registry, or system files?
