What you describe sounds more like a cumulative update that contained upgrade components, or possibly a misclassification of the update by Windows Update. In rare cases, if the system is already eligible and pre-approved for upgrade, the update process can appear seamless and faster than expected.
Rolling back to Windows 10 was the right step if you prefer to stay on that version.
