Hello! My name is Ben a fellow member here in the community, not a Microsoft employee. Hope you are doing well!

May I ask what is happening when you are trying to change the refresh rate of your monitor? You can try clicking the ''Display adapter properties'' to show more settings.

You may follow the steps outlined below:

    1. Select Start > Settings > System > Display > Advanced display .
    2. Next to Choose a refresh rate, select the rate you want.

The refresh rates that appear depend on your display and what it supports. Select laptops and external displays will support higher refresh rates.

I hope the information is helpful. Feel free to post back in the community if you need more help and we fellow members are here to assist.

    Kind regards,

    Ben
