Windows refuses to change language no matter what I try

Hello so my windows is in swedish but i want everything to be in english.

What i want is to have the display language in english but region in Sweden.

I have tried setting every possible language and keyboard setting to english but settings and everything is still showing in swedish.
Ive changed language for non unicode programs to english and also copied the settings to welcome screen and new user accounts aswell so every possible title namd " display language" is currently in english yet settings and searching in windows is still in swedish.

For example in explorer you can see that its mixed with swedish and english for some reason.

in settings its all in swedish except for windows update.

    yesssssss ive reinstalled 3 times, followed official tutorials, everything is by the boook

    The bug check event said a dmp file was created, can you find it and share it via onedrive?

    Yes ofcourse. There was 2 so I put them in a zip folder and uploaded on OneDrive

    Can you please unplug everything from the USB, and see if it continues.

    If so, go to Device Manager, uninstall all devices under Universal Serial Bus controllers, then restart the PC. See if that helps.

    You might also want to go to the computer's manufacturer website, locate the model and download BIOS.

    Like unplug everything thats connected with usb in the motherboard?

    It happens randomly when I play games.

    Bios is already updated to latest. Done correctly and by the book too. I will try the device manager tip shortly.
