Since the files are still visible in the OneDrive Recycle Bin, please do not empty it or permanently delete anything. For a personal OneDrive account, deleted items are normally retained for 30 days, so files deleted only four hours ago should still be within the recovery period.
Because restoring even one small file fails in different browsers and in the mobile app, this is unlikely to be only a browser-cache issue. Please try these checks:
- Check your OneDrive storage usage and confirm the account is not over its storage limit.
- Search for one affected filename in My files. A restore may have completed even if the progress indicator remained stuck, and restored files normally return to their original folders.
- Check the Windows Recycle Bin. Files deleted through File Explorer may also be recoverable there, although online-only files will appear only in the OneDrive Recycle Bin.
- If the files are not already restored, try restoring one file whose original parent folder still exists.
- Avoid repeatedly starting large restore operations or emptying the Recycle Bin.
Windows System Restore does not roll back files stored in OneDrive cloud storage, so it would not normally recover these deleted files. Also, because you do not have Microsoft 365, the feature that restores the entire OneDrive to an earlier point is not available.
