Subject: Organization identity validation fails at Verified ID step — representative holds a Ukrainian passport

I created an Organization -> Public identity validation for a company registered in Cyprus, which is an eligible EU jurisdiction. The organization validation request was accepted and shows status "In Progress". However, the individual identity verification step (Microsoft Entra Verified ID, powered by AU10TIX) fails with: "Sorry, you do not meet requirements to create a Verified ID at this time." The authorized representative completing this step holds a Ukrainian passport.

Could you please confirm the following:

1. Is the nationality / issuing country of the individual representative's identity document treated as a separate eligibility constraint from the organization's country of registration?
2. Can an eligible EU organization (Cyprus) complete identity validation when the authorized representative holds a Ukrainian-issued document, or must the representative present a document issued by an eligible country (USA, Canada, EU, or UK)?
3. If a Ukrainian passport is not accepted, would a Ukrainian national ID card (which contains an address) be acceptable? If not, is there any supported path for this organization to complete identity validation?

I have not submitted duplicate validation requests. I would appreciate a definitive answer so I can determine whether to proceed with Artifact Signing or use an alternative CA. Thank you.
