Hi Sergey Silchenko,
The error code 715-123130 is a server-side block triggered when Microsoft's download infrastructure flags your public IP or region as restricted traffic. Because official Microsoft ISO downloads rely on secure, session-specific tokens that expire exactly twenty-four hours after generation, it is technically impossible to provide a functional, static direct link outside of the portal.
To bypass this restriction and obtain the official Windows 11 Pro 24H2 Russian x64 ISO safely, you need to refresh your network signature. Open an InPrivate or Incognito browser window to eliminate cached session blocks, and switch your laptop's internet connection from your local provider to a mobile device cellular hotspot. Routing your traffic through a mobile gateway assigns a new public IP range, allowing you to access the official Microsoft Software Download page, select your language, and generate a valid temporary download link directly from the official servers.
