BadRequest error when deploying gpt-5.4 model in Azure AI Foundry (BatchARMResponseError)

Problem Description

I am getting a BadRequest error when trying to deploy the gpt-5.4 model (version 2026-03-05) in Azure AI Foundry portal.

Resource: NewResu (Foundry resource)

Project: idkproject

Deployment name: gpt-5.4

Deployment type: Global Standard

Capacity: 250K tokens per minute

Steps to Reproduce

1. Go to Azure AI Foundry portal
2. Navigate to project idkproject
3. Try to create a new deployment with model gpt-5.4 (version 2026-03-05)
4. Select Global Standard deployment type
5. Set capacity to 250K tokens per minute
6. Click Deploy - results in BadRequest error

Question

What does this BadRequest / BatchARMResponseError mean, and how can I resolve it? Is this a quota issue, region availability issue, or something else?
