1. Top Probability: Sender-Side Suppression (Sender Service)
The most likely cause is that the Sender Service has placed the affected recipients on an internal suppression or bounce list following a previous delivery failure.
- Partial Impact: Suppression is applied per-recipient, explaining why the domain works for others but fails for specific users.
- Absence of Logs: The sender drops the message internally before transmission, so it never reaches Exchange Online.
In this situation, I suggest you should contact the sender's support team to review their suppression/bounce list and request removal of the affected email addresses.
2. Advanced Message Tracing
If you suspect the emails are reaching you but are hidden in standard reports:
- Navigate to Exchange Admin Center > Mail flow > Message trace.
- Start a New trace with Sender: *@senderdomain.com (wildcard is important) and leave Recipient blank.
- Select Extended report type and a 48-hour range.
- Download the CSV and filter for affected users.
If the affected users are truly absent, Step 1 is almost certainly the cause.
