This means Windows is not activated and the activation troubleshooter cannot find a valid license for this device. I just faced this kind of problem too. Just try this steps ok

Go to Settings → System → Activation and check the activation status.
Then make sure you are signed in with the Microsoft account that was used to purchase Windows (if you previously had a digital license.)).

If you recently changed hardware (motherboard/CPU), activation may fail — use **Troubleshoot → I changed hardware on this device recently.**If you have a product key, click Change product key and enter it.Verify the installed edition (Home vs Pro doesnt matter) matches your license.

If activation still fails, contact Microsoft Support — activation issues cannot be fixed locally without a valid license
