Was my subscription blocked because I'm from Ukraine?

I filled out the form and during registration I was offered an advertisement with $1,000 for startups. I filled everything out, and something was apparently confirmed automatically. Forty minutes later, my subscription was blocked. At the same time, I can't contact support for any request due to a React error. This is the first time I've encountered such madness. I've always considered Azure to be a serious service, but it seems to be completely broken.
