In this case, you can create a local account on the network screen.
Press Shift + F10 to open the Command Prompt. Enter the command: start ms-cxh:localonly, enter a name and password.
After creating the local account, enter the command oobe /bypassnro at the Command Prompt.
Restart your PC and check if it goes directly to the new account or if the "I don't have internet" option appears.
