If you cannot receive a code due to your Russian number. You may go directly to:
https://account.live.com/acsr → Enter Microsoft account → prepare a back up email → Then follow the recovery steps → fill out every details needed to identify it was yours.
If you don't have a back up email, create a new one to complete the process of recovery.
